Training of managers in Ukraine
In the Pedagogical Newspapers of UKRAINE № 4 (278) JULY – AUGUST 2020, under the heading “Quality of Education”, an article by Petr Kalita, President of the Ukrainian Association for Excellence and Quality – “Training of managers in Ukraine” was published.
The article deals with issues related to national peculiarities of understanding the concept of management, the interpretation of this concept in standards, as well as the reasons for confusion with the definition of the concept of “management”. As a result, today most business organizations, as well as the public sector, in particular authorities, use outdated, ineffective management systems, do not ensure excellence and competitiveness in a saturated global market. Even those organizations that are improving on the basis of international MS standards have typical disadvantages, namely: they basically create separate isolated target MS based on standards, are not coordinated with each other, are not integrated into the general MS of the organization and do not cover all of its goals; almost do not use modern methods and tools for preparing management decisions; they often introduce MS formally, without changing the outdated business culture.
Summing up, the author concludes that in Ukraine over the past 28 years in the organization of business and the public sector, in particular to the authorities, the higher school supplies mostly underachieved managers who, in the context of a saturated global market, are unable to ensure the perfection, competitiveness and sustainable development of their organizations and Ukraine as a whole.
